TOPEKA – During the 2024 plan year open enrollment period that ended Jan. 16, a record 171,376 Kansans selected or were automatically re-enrolled in a health insurance plan through the federally facilitated health insurance marketplace.
That’s an increase of 37.7 percent compared to last year’s record high enrollment. This marks the third consecutive year of record high enrollment.
Thursday, the Kansas Health Institute hosted a virtual conversation about marketplace enrollment trends across the state, focusing on areas experiencing some of the most substantial growth (in Wyandotte County and Southeast Kansas).
KHI released an issue brief Wednesday detailing some of the marketplace enrollment trends. Highlights from the brief include, in addition to the earlier mentioned growth:
• Overall, the average monthly premium paid by Kansans selecting a plan during the 2024 plan year open enrollment was $111, a $28 decrease compared to 2023. Eight insurers combined offered 98 plans on the Kansas marketplace in 2024. All counties in Kansas had at least two insurers offering coverage.
• Nine in 10 (93.3 percent) marketplace enrollees took advantage of the enhanced Advance Premium Tax Credits (APTC) to reduce the cost of their monthly premium payments in 2024.
During Thursday’s event, KHI facilitated a conversation with Rhonda Culp, director of Care Coordination at Thrive Allen County and Molly Gotobed, director at Community Health Council of Wyandotte County.
They explored why enrollment varies significantly by region and county. Twenty-two counties have more than 7.1 percent of the population enrolled in the ACA marketplace. Six counties have less than 4.0 percent of the population enrolled in the marketplace.
