Vivian Regina Skaggs Wheeler, 79, died Saturday, Dec. 27, 2025 in Lubbock, Texas.

She was born Aug. 6, 1946 to Thomas and Erlene Skaggs. She was raised in Ulysses by her parents, Ray and Erlene Fogleman.

She graduated from Grant County Rural High School, Bob Wilson Memorial Hospital LVN program, Southwestern Kansas School of Cosmetology and later Seward County Community College.

She married James Wheeler Sept. 12, 1965. He preceded her in death in 2021.

She enjoyed golfing, baking, walking, her two dogs, playing cards with the ladies group at Alto Lakes Country Club, reading and working on word puzzles. Her grandsons were her pride and joy.

Survivors include son, Don Wheeler and wife, Rebecca, Hope, Wash.; daughter, Shanda and husband, William Kelso, Lubbock, Texas; sister, Carylon Wood, Tucson, Ariz.; grandsons, Aaron Wheeler, Grand Island, Neb., and Brody Kelso, Lubbock, Texas; great-grandsons, Nolan Wheeler and Beckett Wheeler, Grand Island, Neb.; three nieces: Kellie Euliss, Kim Perry, and Kimberly Coleman; nephews, Gene McElroy and Shawn Wheeler; former daughter-in-law, Michelle Fagerstone; and many great-nieces and great-nephews.

She was also preceded in death by her father, Thomas Skaggs in 1947; her mother, Erlene Strong Skaggs Fogleman in 2005; her dad, Ray Fogleman in 2008; four nephews; five sisters-in-law; and six brothers-in-law.

• Services are pending and will be private on the family ranch in Kansas.

Cremation has taken place.

Memorials are suggested to the Texas Girls & Boys Ranch of Lubbock, MD Anderson Cancer Research, St Jude’s Research Hospital,or a favorite charity.
