The Liberal City Commission will be asked to approve multiple renewals at its next meeting this evening starting at 5:30. This evening’s meeting will be in the commission chambers at the Liberal Recreation Center at 950 S. Grant Ave.
After hearing a presentation about the city’s annual audit, the commission will be discussing the Standard Traffic Ordinance.
“Section 14-101 of the Code of the City of Liberal is hereby repealed and replaced with the following: ‘Incorporating Standard Traffic Ordinance. There is hereby incorporated by reference for the purpose of regulating traffic within the corporate limits of the City of Liberal, that certain standard traffic ordinance known as the Standard Traffic Ordinance for Kansas Cities, 53rd Edition Published in 2026, prepared and published in book form by the League of Kansas Municipalities in Topeka, save and except such articles, section, parts or portions as are hereafter omitted, deleted, modified, or changed,” the agenda information noted.
The commission will then be asked to approve the 2026 Uniform Public Offense Code (UPOC).
“The existing Section 11-101 of the Code of the City of Liberal is hereby repealed and replaced with the following: ‘Incorporating Uniform Public Offense Code. There is hereby incorporated by reference for the purpose of regulating public offenses within the corporate limits of the City of Liberal, that certain code known as the Uniform Public Offense Code for Kansas Cities, 42nd Edition of 2026, prepared and published in book form by the League of Kansas Municipalities in Topeka, save and except such articles, section, parts or portions as are hereafter omitted, deleted, modified, or changed,” the agenda information noted. “The commission will also be asked to approve the appointments of Myvette Garcia, Joshua Ramos and Melissa Bernabe Vargas to the Liberal Youth Council as well as a renewed agreement with USD 480 for a School Resource Officer.
Also on the agenda will be discussion of the replacement of the HVAC unit in the commission chambers at the Recreation Department.
“The current unit has experienced ongoing operational issues, and replacement is necessary to ensure reliable climate control for the facility.
Two bids were received for the HVAC replacement project: Lee's Heating & Air LLC in the amount of $27,040, and Lynn's Total Comfort in the amount of $27,300,” the agenda information noted. “Staff recommends the commission approve the bid from Lee's Heating & Air LLC in the amount of $27,040, with funding coming from the Recreation Improvement line item within the 1-cent Sales Tax.”
To conclude the meeting, the commission will be discussing a work order for work at the Wastewater Treatment Plant.
“The Wastewater Plant budgeted $250,000 in 2026 to replace one of the lift stations in our sewer system, and we have requested PEC evaluate all the lift stations to determine which ones are of higher priority to replace this budget year. We will be budgeting one lift station per year as funds allow,” the agenda information noted. “Staff recommends the commission approve PEC Work Order No. 26-06 for Lift Station Evaluations throughout Liberal in an amount not exceed $22,500 with funding coming from the Repair/Maintain Lift Station line item within the Wastewater Utility.”
