The Kansas Department of Health and Environment (KDHE) has issued statewide guidance for Cardiac Emergency Response Plans (CERP) as required by Kansas Senate Bill 19, which was signed into law by Gov. Laura Kelly in April.
A CERP is a structured, written plan that outlines essential steps to reduce fatalities from sudden cardiac arrest. These new CERP standards aim to help schools, workplaces and community organizations develop clear, actionable plans to address sudden cardiac arrest emergencies. While these guidelines are not regulations, they provide crucial recommendations for saving lives in cardiac emergencies.
A Liberal woman is dead following an accident late Monday morning in west Liberal.
Shortly before noon Monday, the Kansas Highway Patrol reported a 2015 Jeep Grand Cherokee was traveling southbound on Western Avenue when it went left of center and failed to negotiate a curve.
KHP said the Cherokee left the roadway and overturned multiple times across the railroad tracks, coming to rest on the roof of the vehicle facing north in the westbound lane of U.S. Highway 54 just west of the Western Avenue/ Hwy. 54 intersection.
The driver, 33-year-old Adriana Rosales of Liberal, was taken to Southwest Medical Center where she died from a fatal injury. KHP said she was not wearing her seat belt at the time of the accident.
Local individuals and businesses/groups will have the chance to help make Liberal look festive for the holidays thanks to the Liberal Chamber of Commerce.

The deadline to be assigned a pole is Nov. 15. Decorating can begin any time after Nov. 18, and the lamp poles must be fully decorated by Nov. 25.
