The Kansas Department of Transportation (KDOT) requests comments on an amendment to the Federal Fiscal Year 2025-2028 Statewide Transportation Improvement Program (STIP) document.
The STIP is a project-specific publication that lists all KDOT administered projects, regardless of funding source, and includes projects for counties and cities as well as projects on the state highway system.
Bob Keating grew up visiting his grandparents’ farm west of Liberal, and he would lie under a row of trees and watch the B-24 Flying Fortresses take off from the Liberal Army Airfield and fly across the Kansas sky.
“They came right up over the top of that tree row, and they never hit the house,” Keating said. “They bellied two of them in the field after the house. It probably wasn’t the smartest thing to do, to lay there and watch those B-24s take off.”
With a decline in residents returning jury questionnaires and showing up for jury duty, officials with Seward County District Court have been looking for ways to reverse these trends.
As part of this, county commissioners recently approved an increase in pay for jurors called for duty and those chosen to preside over the decisions made in trials.

The Kansas Department of Transportation recently hosted a round of six public meetings in Western Kansas communities, including one in Liberal, as part of the Southwest Kansas Highway Mobility and Expansion Strategy (SWKHMES).
That initiative is a study looking at ways to address highway mobility, safety and accessibility in 43 Southwest Kansas counties. Study teams reviewed survey results from the earlier first round of public meetings, existing transportation conditions and the plan for the study.
