The Liberal City Commission should have an easy evening for its next meeting this evening starting at 5:30. This evening’s meeting will be in the commission chambers at the Liberal Recreation Center at 950 S. Grant Ave.
Up first for the commission will be discussion of Resolution No. 2460 concerning an application for the Assistance to Firefighters Grant.
“WHEREAS, the City of Liberal Fire Department is an eligible applicant for the Assistance to Firefighters Grant; WHEREAS, it is determined by the governing body of the City of Liberal there is public support for the City to prepare a Assistance to Firefighters Grant application, which if approved, would fund grassland gear; and WHEREAS, the City of Liberal Fire Department, if awarded the grant, would allocate those grant dollars toward grassland gear. Now, therefore, be it resolved by the governing body of the City of Liberal, Kansas that the City of Liberal authorizes submission of this grant application, and authorizes the mayor, city manager, or grant administrator to sign all documents pertaining to the grant on behalf of the organization,” the resolution noted.
Up next for the commission will be discussion of bids for a new water park facility.
“The City of Liberal solicited proposals for architectural and engineering services related to the outdoor water recreation facility project. The project has an anticipated construction value of approximately $6,500,000. Two proposals were received from qualified firms, both of which partnered with Waters Edge Aquatic Design for pool and aquatic facility design services,” the agenda information noted. “After reviewing the submitted proposals, staff finds that both teams possess the qualifications necessary to successfully complete the Outdoor Water Recreation Facility Project. However, given how both proposals use Waters Edge for the facility design and LK Architecture's fee is significantly lower, staff believes the LK Architecture proposal offers the best overall value to the City of Liberal. Therefore, city staff recommends the commission authorize negotiations and contract execution with LK Architecture for architectural and engineering services for the Outdoor Water Recreation Facility Project in the amount of $220,109.”
Also on the agenda will be discussion of a work order for PEC for stormwater/subdivision regulations.
“There is currently a gap in the city's regulations regarding stormwater design requirements for development projects. Historically, stormwater infrastructure has been designed based on the professional judgment of the project engineer, without established citywide standards,” the agenda information noted. “This agreement with PEC will assist the City of Liberal in developing and implementing standardized stormwater design criteria. These requirements will provide clear guidance on the level of stormwater infrastructure needed for various types of developments and will be codified in city regulations. Establishing these standards will ensure consistent, equitable, and transparent application of stormwater requirements across all developments within the city's jurisdiction. City staff is recommending approval of PEC Work Order No. 26-03, in an amount not to exceed $25,000, that will develop stormwater design standards and draft related regulations for incorporation into the city code. Funding will come from the Streets, Drainage, and Capital Improvements portion of the 1-cent Sales Tax.”
Concluding the meeting’s new business will be discussion of the dog park project.
“At its May 12 meeting, the Liberal City Commission voted in favor of the dog park project, with a budget approval of $194,000. This package did not include the price for the concrete parking lot, which we anticipate to be $77,990.60,” the agenda information noted. “City staff requests consideration to approve concrete for the dog park project in an amount not to exceed $100,000, with funding coming from the Community Development portion of the 1-cent Sales Tax.”
